采用单一来源采购方式的原因及说明：根据公安部、上海市公安局对涉案车辆管理相关工作的要求，结合普陀公安工作实际需求，历年委托上海莱克汽车维修有限公司(以下简称“莱克公司”）对分局涉案车辆、交通违法车辆实行统一存放、统一管理。莱克公司于2012年开始设立涉案车辆专用停车场，实行防火、防盗、防腐的规范化管理服务。莱克公司在普陀辖区现有专用停车场面积5万平方米，拥有涉案车辆停放专用车库，能做到涉案车辆与交通违法车辆分类分区域停放管理，硬件设施及场地面积能满足“涉案车辆停放时间长、交通违法车辆数重众多”的实际停放需求。此外，涉案车辆停放工作的安全性、延续性强，莱克公司承接此项目多年，已形成一套较为成熟的运作管理机制。24小时实行监控巡检，电子围栏报警，每2小时人员巡检1次。车辆停放管理流程熟悉，操作规范，做到按时、按月、按车辆类别停放整齐，停放各环节工作衔接严密，人员管理和保密管理规范到位，安全技术防范设施全覆盖，安全消防设备完善，实行人防、技防、犬防的三位一体管理机制，确保车辆停放安全、有序，满足普陀公安分局实际工作需求。按照政府采购法有关规定，拟改变招标方式，采用单一来源方式向上海莱克汽车维修有限公司进行采购。本项目服务期限一年。
